A car key can be cut perfectly and still fail to start the engine. The missing piece is often the transponder: a small electronic identity used by the vehicle immobiliser.
The blade or emergency insert deals with the mechanical lock. The transponder deals with electronic authorisation. On many vehicles, both need to be correct before the car will start.
